Dr. Russell Mills, Regional Executive, Federal Reserve Bank of Cleveland

Russell Mills is the regional executive of the Pittsburgh Branch of the Federal Reserve Bank of Cleveland, where he manages relationships with regional stakeholders, monitors economic conditions, and speaks to audiences on regional and national trends. He contributes to briefings that inform the Bank president’s participation on the Federal Open Market Committee (FOMC) and oversees relationships with the Pittsburgh Branch’s board of directors and business advisory councils across southwest Pennsylvania, northern West Virginia, and neighboring regions.

Dr. Mills joined the Cleveland Fed in 2023 after leading the Center for Regional Development at Bowling Green State University, where he directed economic, community, and workforce development projects across northwestern Ohio. Previously, he served as an associate professor of political science at BGSU and as a policy analyst at the Federal Aviation Administration. A Pittsburgh native, he holds degrees from Westminster College, the University of Vermont, and Kent State University, and serves on the board of the Pennsylvania Economic Association.
